Accelerating CT.07 Expressway projects

Speaking at a meeting reviewing the implementation progress of expressway projects along the Ha Noi – Thai Nguyen – Bac Kan – Cao Bang (CT.07) corridor, Mr. Vuong Quoc Tuan, Chairman of the Provincial People's Committee, called on communes and wards along the route to intensify their efforts and closely coordinate with project investors and contractors to ensure all component projects remain on schedule.

According to the Department of Construction, by the end of July 2026, projects along the Ha Noi – Thai Nguyen – Bac Kan – Cao Bang (CT.07) expressway corridor were largely on track. However, progress has been affected by delays in completing infrastructure at several resettlement areas, unresolved compensation agreements with some households, and prolonged rainfall that has disrupted construction.

The Department of Construction recommended that the Provincial People's Committee direct relevant agencies to expedite the construction of resettlement areas, accelerate property surveys and compensation approvals, promptly determine land price adjustment coefficients that reflect market conditions, streamline licensing procedures for material mines, and complete investment documentation.

Concluding the meeting, Chairman Vuong Quoc Tuan instructed local authorities to promptly consolidate their steering committees, develop detailed implementation plans with clearly defined responsibilities and deadlines, and submit them to the Department of Construction for consolidation. Before August 10, localities must complete surveys of spoil disposal sites, access roads, technical infrastructure, and resettlement needs. By August 30, southern localities are required to complete the planning of resettlement areas. They are expected to hand over the first phase of cleared land before September 5, allowing all component projects to begin construction simultaneously. For the Bac Kan – Cho Moi expressway project, the two communes of Thanh Thinh and Thanh Mai must complete site clearance by August 15.
