In 2026, Thai Nguyen aims to improve the quality of governance, striving for its Provincial Competitiveness Index (PCI) to rank among localities with strong economic governance; its PAR INDEX to be in the TOP 10 out of 34; its SIPAS to exceed 90 percent; and its PAPI to be among the highest nationwide.

The province targets 100% of eligible procedures related to investment, land, and construction to be provided as fully online public services; 100% of administrative procedure results to be issued electronically; and 100% of feedback and petitions to be handled on schedule. Satisfaction levels among citizens and businesses are expected to reach at least 90 percent.

The plan also highlights the “24-hour Green Lane” and the “60-percent Green Lane” mechanisms to speed up the handling of administrative procedures for key projects. It aims for more than 1,500 newly established enterprises and at least two dialogues between provincial People’s Committee leaders and the business community.

The plan is designed to further improve the investment and business environment, build a service-oriented government with citizens and businesses at the center, and promote digital transformation, innovation, and sustainable development.
