Implementing KPI-based evaluation for cadres

On June 24, the Thai Nguyen Provincial Party Committee organized a training conference on the implementation of assessment and classification of cadres, civil servants, public employees, and contracted workers, linked to a KPI-based performance measurement approach. The conference was held both in-person and online, connecting 92 commune and ward-level venues across the province.

Assoc. Prof. Dr. Nguyen Truc Le, Rector of the University of Economics and Business, Vietnam National University, Hanoi, delivered key content on monthly KPI-based evaluation and quarterly assessments for leaders and managers. The training focused on clarifying the purpose, requirements, principles, and procedures of evaluation, as well as the responsibilities of collective leadership and heads of agencies in assigning tasks, monitoring performance, and assessing staff. 

Participants were guided in reviewing functions, duties, and job positions to develop lists of outputs and tasks, along with appropriate conversion coefficients tailored to each agency and unit. The conference also allocated significant time for discussion and clarification of difficulties and challenges faced by departments, sectors, and localities during implementation, to ensure an objective, substantive, and effective evaluation process.

In his directive remarks at the conference, Mr. Trinh Xuan Truong, the Provincial Party Secretary, urged each cadre, civil servant, and public employee to renew their working mindset, shifting from time-based work to goal-oriented performance; from procedural emphasis to product quality and effectiveness; and from collective responsibility to clearly defined accountability for each job position, thereby contributing to building a cadre workforce with the necessary qualities, capabilities, and credibility to meet the province’s development requirements in the new phase.
