Implementation of investment project to complete CT.07 expressway

On the afternoon of March 25, Mr. Nguyen Linh, Vice Chairman of the Thai Nguyen Provincial People’s Committee, chaired a working session with a delegation from the Ministry of Construction and the Ministry of Finance on the implementation of the Investment Project to complete the CT.07 expressway section from Hanoi - Thai Nguyen - Cho Moi under the public-private partnership (PPP) model.

To date, the investor has completed surveys of topography, geology, and hydrology and is currently developing the project design while collecting opinions from relevant localities and agencies. The feasibility study report is expected to be preliminarily completed before March 31, 2026. In parallel, the environmental impact assessment and the dossier for the conversion of forest land use purposes are being carried out and are expected to be completed in early April 2026. According to the plan, the project will finalize appraisal and approval procedures in April 2026, with efforts to secure approval before April 29 and commence construction on May 19.

During the meeting, participants discussed and sought solutions to address difficulties and obstacles related to issues such as the appointment of the investor, the use of funding sources, the organization of compensation, support, and the construction of resettlement areas for the project.

Speaking at the meeting, Vice Chairman Nguyen Linh emphasized that Thai Nguyen Province will make efforts to complete all required procedures in accordance with regulations, creating favorable conditions for the project to be implemented as scheduled.
