As the real estate market continues to develop, the demand for transparent information and effective data management has become increasingly urgent. Under Government Decree No. 357/2025/ND-CP dated December 31, 2025, from March 1, 2026, the information system and database on housing and the real estate market will officially operate in a synchronized manner nationwide. A notable new feature is that each house, apartment, or real estate product will be assigned a unique electronic identification code. The establishment of a “digital profile” for each property will not only help authorities monitor the market more effectively but also bring practical benefits to citizens, investors, and management agencies.

The electronic real estate identification code is a sequence of letters and numbers assigned to each house, apartment unit, or property within a construction project. This electronic identification code is linked to data on land use rights, planning information, transaction status, mortgage history, and financial obligations, enabling people to access information on housing and the real estate market more clearly.
Mr. Nguyen Van Chat from Residential Group No. 11, Quyet Thang Ward, Thai Nguyen Province, said: “The State’s implementation of this policy is very good. When people spend money to buy houses or land, they want to be sure that the land they purchase has a clear origin. Once the State has assigned an identification code, buyers can feel much more confident.”
Notably, Government Decree No. 357 also stipulates information and data related to organizations providing real estate services. Management agencies can more closely monitor actual transfer values by area and property type, while banks can verify transaction histories and legal status more quickly.
Mr. Phan Dinh Tue from Residential Group No. 11, Quyet Thang Ward, Thai Nguyen Province, shared: “This policy benefits people like us, ensuring that the land is under our name and can be used for the long term. If a company develops a project that has been properly licensed by the State, when we purchase property, we must have a certificate of land use rights. The important thing is that people can buy real estate safely.”
To implement the development and management of the information system and database on housing and real estate, the Department of Construction of Thai Nguyen Province has issued documents coordinating with relevant agencies, units, and localities to carry out several tasks. These include attaching electronic identification information to real estate products such as housing units, construction floor area, the management and operation units of apartment buildings, and real estate brokerage practice certificates.
Mr. Le Cao Hai, Head of the Housing and Technical Infrastructure Management Division, Department of Construction of Thai Nguyen Province, informed: “One of the current difficulties in implementing the Decree is that the technical system has not yet been fully synchronized. We will quickly complete the software system so that when new dossiers arise, it can be implemented immediately in the near future.”
It is forecast that in 2026, as many projects approved for investment in 2025 begin construction, the market will receive additional new supply. In this context, the information system and database on housing and real estate will become a “digital map” of the property market, helping authorities monitor and manage it more effectively, moving toward a transparent, stable, and sustainable real estate market.
