Pilot program of foreign language teaching for industrial parks’ workers

The objective of Plan No. 180/KH-UBND issued by the Provincial People's Committee regarding the implementation of a pilot program to teach foreign languages to industrial parks' workers in the province. It aims to meet the educational needs and enhance the language proficiency and vocational skills of the workforce, and to contribute to the development of human resources for the Fourth Industrial Revolution and international integration.

The pilot program is a specific action to the directives of the Provincial Party Committee at the direct dialogue between the Provincial Party Secretary and the Chairman of the Provincial People's Committee with the workers in industrial parks in 2023. 

In 2023, the province will organize a pilot program consisting of three language classes (Korean and Chinese, with a maximum of 30 students per class). Participants in these classes will receive support for course materials, instructor fees, service costs, and class organization. The goal is to strive for a 100 percent participation rate of labor force in language training and development according to the prescribed curriculum. Among these participants, about 30 percent of the workforce are expected to reach A1 level (equivalent to Level 1 in the 6-level Foreign Language Competency Framework for Vietnam).

The Provincial People's Committee has entrusted the Department of Education and Training to take the lead in coordination with other departments and units in implementing the plan. Collaboration with the Management Board of the provincial industrial zones and the Department of Labor, Invalids and Social Affairs will involve selecting course content, curricula, teaching materials, and recommending eligible entities for teaching.
