* Bridging Policy and Practice: National Assembly Working Group Surveys MTC Operations
On September 8, 2025, a delegation from the National Assembly’s Committee on Science, Technology and Environment, led by Vice Chairman Nguyen Phuong Tuan, together with several standing National Assembly members, representatives from central ministries and agencies, and leaders of Thai Nguyen Province, visited Masan High-Tech Materials (UPCoM: MSR).

The visit was part of the Committee’s review program for the draft Law on Digital Transformation and the Law on High Technology.
During the visit, the delegation toured the Tungsten refining plant of MTC – a high-tech enterprise certified by the Ministry of Science and Technology. The delegation was impressed by the internationally standardized processing lines, the portfolio of strategic mineral products with strong export potential, and MTC’s research and development capabilities.
Particularly noteworthy was the fact that MTC’s 100% Vietnamese engineering team has mastered the technology to produce intermediate tungsten products with a purity exceeding that of competitors in China, the US, and India.

In the working session, Mr. Phan Chien Thang – Deputy General Director – highlighted several regulatory obstacles the company has been facing in its mining and processing operations at Nui Phao. According to him, issues such as unreasonable tax and fee regulations, insufficient legal incentives for deep processing, and lengthy licensing procedures have affected investment activities and hindered the adoption of advanced mining and processing technologies.
Mr. Thang stressed that addressing these legal bottlenecks in a comprehensive manner is a prerequisite for businesses to accelerate investment in technology and digital transformation, thereby building a modern, globally competitive strategic minerals industry.

In response, Vice Chairman Nguyen Phuong Tuan acknowledged the company’s input: Through today’s field survey, we have gained valuable insights into the real challenges faced by enterprises, which will provide practical grounds for refining and improving upcoming policies.
