After listening to reports from relevant units on progress and construction plans, the Chairman emphasized that the order to implement the urgent project had been issued in December 2025. The province has held multiple working sessions and reached an agreement with the Ministry of Agriculture and Environment, which is currently appraising and providing opinions on the project plan before provincial approval. The set target is to break ground on the project before April 30, 2026. In the immediate phase, the priority section of approximately 2.3 km, from Gia Bay Bridge to Ben Oanh Bridge, will be implemented, within the total length of 15.8 km.

The Chairman requested departments, sectors, and localities to proactively complete legal procedures. Immediately after the Ministry of Agriculture and Environment issues its written agreement (expected before the Lunar New Year), the province will approve the project and organize preparations for construction, ensuring the groundbreaking schedule is met as planned.
