Thai Nguyen, Bac Ninh, and Phu Tho are three adjacent provinces located along major economic corridors and the Ring Road 5. They hold an important position in the development space of the Hanoi Capital Region’s economy, serving as a bridge between the Northern Midlands and Mountainous Region and the Red River Delta, with advantages in developing industry, services, trade, and logistics.

The leaders of the three provinces agreed to identify five pillars of cooperation, with transport infrastructure connectivity considered a strategic breakthrough. Priority will be given to coordinating the implementation of the Ring Road 5 of the Hanoi Capital Region, expressways, and the system of inter-provincial national and provincial highways.

In the fields of industry and logistics, the Standing Committees of the three provinces agreed to strengthen coordination in planning and developing industrial parks and clusters, forming an inter-regional industrial belt. The focus will be on attracting investment in high technology, electronics, smart manufacturing, and green industry. At the same time, they will gradually complete logistics infrastructure with a system of dry ports, ICDs, and inter-provincial logistics centers, effectively connecting with the Lao Cai - Hanoi - Hai Phong economic corridor.

In addition, the three provinces also agreed to cooperate in culture and tourism, agriculture, natural resource management, irrigation and disaster prevention and control, education and training, human resource development, data sharing, and coordination in controlling inter-regional environmental pollution, toward the goal of sustainable development.
