Earlier, on November 28, the Chairman presided over a meeting to evaluate the flooding situation in the area. The report indicated that the central area still has six locations that are regularly flooded, while the four drainage routes leading to the Cau River, each over 10 kilometers long, are narrowed, silted, and have reduced drainage capacity. The Provincial People's Committee agreed on urgent measures such as emergency dredging, clearing blockages, and repairing pumping stations to improve water drainage.

After inspecting the streams and flooding areas, the Chairman instructed the Department of Construction to advise the Provincial People's Committee on issuing an emergency declaration and an urgent construction order by December 2 to provide the legal framework for the rapid implementation of projects. Regarding construction, the Chairman directed simultaneous operations along the entire route, with continuous work in three shifts per day, mobilizing maximum manpower, machinery, and equipment. The entire stream system, including already reinforced sections, must be urgently dredged. At the same time, traffic flow plans should be arranged reasonably to minimize the impact on residents.
