On February 11, the Party Committee of Thai Nguyen Province Police organized a Conference to intensively disseminate and implement the Conclusion of the Party Central Executive Committee, the Politburo, and the Plan of the Central Public Security Party Committee on continuing to streamline the organizational structure of local Police forces to operate effectively and efficiently, meeting the requirements and tasks in the new period. The conference was held offline at the Provincial Police and online from district and city Police units.

At the conference, the leadership of the Provincial Police intensively disseminated the key outcomes of the 13th Party Central Executive Committee meeting, including the following contents: A summary report on the implementation of Resolution No. 18 dated October 25, 2027, of the 12th Party Central Executive Committee on continuing to innovate and streamline the organizational structure of the political system to operate effectively and efficiently; A review report on the leadership and direction of the Politburo and the Secretariat in 2024; A supplementary plan for socio-economic development in 2025, aiming for a growth rate of 8% or higher; A supplementary report evaluating the five-year implementation of the 10-year Socio-Economic Development Strategy for 2021–2030, along with the orientation and tasks for socio-economic development for 2026–2030, aiming for double-digit growth in consecutive years and personnel work. Along with that, the Conference intensively disseminated the plan of the Central Public Security Party Committee to implement the Conclusion of the Party Central Executive Committee and the Politburo on continuing to streamline the organizational structure of local Police forces to operate effectively and efficiently, meeting the requirements and tasks in the new period.
To concretize the contents of the Central Public Security Party Committee, Thai Nguyen Province Police Party Committee issued a Plan to streamline the organizational structure, which includes not establishing district-level Police units, prioritizing investment, and strengthening resources for commune-level Police to address issues at the grassroots level effectively; and enhancing propaganda, political education, and policy dissemination for officers and soldiers...
In his directive speech, Colonel Bui Duc Hai, Secretary of the Party Committee and Director of the Provincial Police, urged Party committees, Party organizations, and leaders of Police units and localities to seriously disseminate and implement the Conclusion of the Party Central Executive Committee and the Plan of the Central Public Security Party Committee. He emphasized the need to proactively and comprehensively carry out tasks and solutions with high determination, great effort, and decisive actions to achieve the goals set by the conference. He also stressed the importance of ensuring the rapid and seamless reorganization of the Provincial Police under the new model without disrupting regular operations or leaving any areas unguarded while improving security and order. He called for a focus on monitoring, assessing, and forecasting situations related to the streamlining of the political system's organizational structure, promptly detecting, combating, and preventing activities that exploit policies to distort, defame, or undermine the reputation of the Party, the State and the People's Police Force; effectively promoting the outstanding results of the recent organizational restructuring and innovation within the Ministry of Public Security; and strictly enforcing regulations, discipline and order. He also emphasized the importance of improving personnel management, conducting thorough inventory, and handing over assets, facilities, weapons, equipment, records, and documents in accordance with regulations.
