Thai Nguyen finalizes plan to restructure and streamline the political system’s organizational apparatus

Thai Nguyen Province Party Committee has issued a plan to restructure and streamline the organizational apparatus of the political system in Thai Nguyen Province, following Conclusion No. 09-KL/BCĐ dated November 24, 2024 and documents of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Executive Committee titled "Certain Issues on Continuing to Innovate, Streamline the Organizational Apparatus of the Political System for Efficient and Effective Operations".

The plan includes reviewing and developing arrangements for internal organizational units within agencies and institutions. It entails terminating the operations of provincial-level party delegations, party committees of provincial agencies and district-level party committees; establishing party committees for provincial-level Party organizations, mass organizations, the People's Council and the judiciary; and the provincial government party committee.

At the provincial and district levels, the Propaganda Department will merge with the Mass Mobilization Commission. Specifically, at the provincial level, the functions and duties of the Propaganda Department and the Mass Mobilization Department of the Provincial Party Committee will be consolidated according to either new Central regulations or existing guidelines. The name of the merged unit will align with the title used after the consolidation of the Central Propaganda Department and the Central Mass Mobilization. At the district level, corresponding mergers will be implemented.

The restructuring and streamlining of the apparatus will contribute to a more compact political system that operates effectively and efficiently

The organization of specialized agencies under the Provincial and District People's Committees will be arranged as follows:

At the provincial level, 05 departments will be maintained (with internal restructuring and streamlining), including: Department of Industry and Trade, Department of Culture, Sports and Tourism, Provincial Inspectorate, Thai Nguyen Industrial Parks Management Board and Department of Justice.

Merging the Department of Planning and Investment and the Department of Finance: The functions and duties of the Department of Finance and the Department of Planning and Investment will be consolidated, with additional adjustments to their functions and tasks according to related legal documents. The name of the merged unit will align with the name of the governing ministry.

Merging the Department of Transport and the Department of Construction: The functions and duties of the Department of Transport and the Department of Construction will be merged, with supplementary adjustments to their functions according to relevant legal documents. The name of the merged unit will align with the name of the governing ministry.

Merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development: The functions and duties of the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment will be consolidated, with additional adjustments to their functions as per applicable legal regulations. The name of the merged unit will align with the name of the governing ministry.

Merging the Department of Information and Communications and the Department of Science and Technology: The functions and duties of the Department of Information and Communications and the Department of Science and Technology will be merged, with supplementary adjustments to their functions according to relevant legal documents. The name of the merged unit will align with the name of the governing ministry.

Merging the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs: The functions and duties of the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs will be consolidated after transferring certain responsibilities from the Department of Labor, Invalids and Social Affairs to other agencies. Adjustments will be made to their functions according to applicable legal regulations. The name of the merged unit will align with the name of the governing ministry.

Studying the merger of the Department of Foreign Affairs into the Provincial People's Committee Office: The functions and duties of the Department of Foreign Affairs and the Provincial People's Committee Office will be consolidated, with supplementary adjustments to their functions and tasks as per relevant legal documents. The name of the merged unit will be the Provincial People's Committee Office.

Adjusting the functions, tasks and organizational apparatus of a number of departments and branches after receiving tasks from other departments and branches. Specifically, the Department of Health will assume state management functions regarding social welfare, children and the prevention of social evils from the Department of Labor, Invalids and Social Affairs. The Department of Education and Training will assume state management functions regarding vocational education, previously managed by the Department of Labor, Invalids and Social Affairs. The Provincial Ethnic Committee will take over the Religious Affairs Committee from the Department of Home Affairs and assume responsibility for poverty reduction from the Department of Labor, Invalids and Social Affairs.

For the district level, the merger of specialized agencies of the district-level People's Committee corresponding to the specialized agencies of the Provincial People's Committee shall be carried out in accordance with the regulations of the Party and the State and the following orientations:

For the cities under the province: A study will be conducted to merge the Ethnic Affairs Department, Health Department and the Office of the People's Council and People's Committee; a merger will be studied for the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs; a merger will also be studied for the Economic Department and the Department of Finance and Planning; and a transfer of agricultural and rural development functions to the Department of Natural Resources and Environment will be considered, along with transferring ethnic and religious affairs functions to the Office of the People's Council and People's Committee.

For the districts under the province: A study will be conducted to merge the Ethnic Affairs Department, Health Department and the Office of the People's Council and People's Committee of the district; a merger will be studied for the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs, along with transferring religious affairs functions to the Office of the People's Council and People's Committee of the district; a study will also consider merging the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment.

With the implementation of this plan to restructure and streamline the apparatus, Thai Nguyen Province will reduce one provincial-level Party agency, nine district-level Party agencies, 6 provincial-level specialized agencies and 36 district-level specialized departments. This process will also contribute to gradually perfecting the multi-sector, multi-field organizational model for some sectors as required, addressing overlaps and intersections in the functions and tasks of various agencies, thereby creating a streamlined political system that operates effectively and efficiently, linked to improving the quality of the staff, civil servants and public employees...
