Pho Yen has enough conditions to become a city

In the period 2021 – 2025, Thai Nguyen focuses on developing the South region's economy. In particular, Pho Yen town is oriented to become a city before 2025. After setting this target, Mr. Bui Van Luong, Secretary of Pho Yen Town Party Committee, Chairman of the Town People's Committee chaired to speed up the essential tasks. 

Reporter: On October 8, 2020, the Standing Board of Thai Nguyen Provincial Party's Committee issued Resolution No.12 to build Pho Yen to become a city before 2025. How has the town deployed this Resolution? 

Mr. Bui Van Luong: According to the province's direction, the town has reviewed all criteria to collate with the Resolution of the National Assembly Standing Committee. Specifically, Pho Yen worked with the Department of Urban Development (Ministry of Construction) and the consulting unit to complete the evaluation dossier of criteria for type 3 urban areas and urban infrastructure system standards of 9 communes which are expected to become wards. As a result, all communes met the conditions and criteria to become wards. The town meets five significant criteria to become a city, including population size, natural area, number of affiliated administrative units, level of socio-economic development, and type 3 urban standards. 
To date, Pho Yen has qualified all criteria to establish a city. On June 4, the town sent a proposal to the Provincial People's Committee to establish a city under the province.

Reporter: Although nine communes meet the criteria, some requirements are still "young". Could you inform the solutions to solve this issue? 

Mr. Bui Van Luong: The conditions of some communes such as Tan Phu, Tien Phong ... have been met, but they are still low especially infrastructure criteria. Therefore, in terms 2021-2023, the town plans to invest 75 technical infrastructure works, expanding urban space with a total investment capital of over VND 2,100 billion to meet urban development requirements. Along with that, Pho Yen will continue to attract non-budget investment projects such as urban and residential area projects, industrial zone infrastructure. 

Reporter: In the coming time, which tasks will the local government focus on implementing to fulfill the criteria to establish a city before 2025?

Mr. Bui Van Luong: According to the plan, after the Provincial People's Committee approves the policy, the town will make a cost estimate and bid to select a consulting unit according to regulations. At the same time, the town submits to the Provincial People's Committee, the Ministry of Home Affairs, and the Government for appraisal ... In parallel, the town will continue to closely follow the Resolution of the 2nd Town Party Congress, term 2020-2025 to perform the tasks. In which, the town will focus all resources on building socio-economic infrastructure; strengthening administrative reform, land clearance, and investment attraction to develop industry, trade, services, tourism, and hi-tech agriculture; improving the efficiency of State management in urban areas; inspect and correct to prevent violations in land use, construction permits and urban order; thoroughly handle environmental pollution, ensure urban beauty to serve locals.
