Thai Nguyen ranked top provinces in PAPI 2020

The announcement ceremony of the 2020 Provincial Governance and Public Administration Performance Index (PAPI) took place in the morning of April 14th in Hanoi. Accordingly, Thai Nguyen province ranked the 3rd out of 63 provinces and cities in the country with a total score of 46.471 points, under the 16 provinces with the highest scores (Quang Ninh and Dong Thap ranked the first and the second with 48.811 and 46.961 points). 6/8 dimensions of the province is in the group with the highest scores.   

In particular, the dimension of Public Administrative Procedures reached 7.656 points; The Control of Corruption gained 7.278 points; The Transparency achieved 6.322 points; The Participation at Local Levels and the Vertical Accountability are 6.216 and 5.335 points; The E-governance reached 3.463 points. Thai Nguyen is the only province increased 6 dimensions of the PAPI in 2020. 


 Mr Le Quang Tien, Vice Chairman of the Provincial People's Committee and representatives of provinces and cities nationwide, attended the announcement ceremony.

The tremendous improvement of the 2020 PAPI score compared to the previous year (2019 PAPI index reached 43.200 points, under the 15 low-middle-score provinces) showed the efforts of all levels and sectors in the direction, administration as well as the citizens’ satisfaction with the provincial authority. The PAPI synthesis results and the impressive increase in Thai Nguyen's dimensions are often mentioned in the 2020 PAPI Report, speeches of experts, advisors, and managers at the announcement ceremony. 

According to the information at the announcement ceremony, most of the provinces in the group with the highest scores this year are concentrated in the Northeast, North Central and Mekong Delta regions. Hoa Binh, Bac Giang and Tuyen Quang have high scores in the Northeast region. Meanwhile, most provinces in the group with the lowest scores are concentrated in the Northwest, Central Highlands and South Central regions. Lam Dong ranks the 63rd  with 38.623 points; next is Khanh Hoa with 39,.41 points. Hanoi capital reached 41.629 points, in the group with the lowest scores. 

UNDP Viet Nam Representative reported the results of the PAPI in 2020.

PAPI index includes 8 dimensions, which is the research product collaborated among Center for Community SuppoDevelopment Studies (CECODES) under Union of Science and Technology Vietnam, United Nations Development Program in Vietnam(UNDP) since 2009, and Vietnam Fatherland Front Committee’s Center for Cadres and Scientific Studies. 

By the end of 2020, the PAPI Research Program has surveyed and collected opinions of over 146,000 randomly-selected citizens across the country. The data and information from the PAPI Research Program are considered as an accurate picture of the government's effectiveness in responding to the needs of the people, helping all levels to review the activities for a year, at the same time, creating healthy competition, promoting the experience exchange between local governments. PAPI is also an open forum for people to participate in assessing the provincial governance performance.
