Proclamation of Construction Plan of National Tourism Area of Nui Coc Lake

On 25 June Thai Nguyen People’s Committee held a proclamation ceremony to announce the construction plan of  the national tourism area of Nui Coc Lake by 2020, vision to 2030 and to give the investment certificate of phase I. Attending the ceremony, there were Mr. Hoang Trung Hai, a member of the Central Committee of Vietnamese Communist Party, Deputy Prime Minister; leaders of several Central ministries, Central agencies, and representatives of the investors.

The representatives of Thai Nguyen People’s Committee include Mr. Pham Xuan Duong, a Member of the Central Committee of Vietnamese Communist Party, Provincial Party Committee Secretary; Mr. Vu Hong Bac, President of provincial People's Council; Mr. Duong Ngoc Long, Chairman of Provincial People’s Committee; comrades of the provincial Standing Committee.

Nui Coc Lake in Thai Nguyen province has an area 2.500ha with the cubic content of 160 - 200 million m3 of water and the main function is to provide water for agriculture, industry and daily life of Thai Nguyen city, Song Cong town, agricultural areas of the river downstream. This is also a key tourism area, including ecotourism, conservation and promotion of the value of history, culture, biodiversity protection; protection forest zone of major basins of Song Cong river for sustainable development. It is estimated that the population of  the entire planned area will be  from 60.5 to 62 thousand people by 2020, and from 68 to 70 thousand people by 2030. Planned area will be 18.940ha by 2030.

Basing on the potentials, advantages of the region and the direction of the Government about construction of Nui Coc Lake tourism area to become a key national tourism area, the provincial People’s Committee has assigned RKV ENGINEERING CONSULTANT and DHEVANAND (Thailand) Joint Limited Company and Trung Tin Joint Stock Company to make the construction plan. Accordingly, the tourism area is classified by regions, functional areas including: Section A – General tourism, sport and commercial service section of northeastern lakes consists of Tan Thai commune and Xuan Phuc commune; Section B -  Entertainment section, golf, ecotourism and entertainment with rewards of southwest lakes consists of Binh Thuan, Ba Lu, Van Tho and Phuc Tan communes; Section C - the new administrative Center and ecotourism in Phuc Xuan, Phuc Triu and Tan Cuong communes; and Section D - urban and tourist services area in town Quan Chu; Forest Park includes protection forests and the ecological environment protection forests.

At the ceremony, leaders of Engineering Department of Construction Projects announced the regulations on planning management and construction investment of the Provincial People's Committee. Accordingly, the Provincial People's Committee set out general provisions for both domestic and foreign organizations and individuals related to planning activities, construction and investment in tourism area; the State management agencies, and involving government localities. Regulations on management of construction planning requires conservation and development of 89 islands on the lake in the direction of ecotourism depending on the size and characteristics of each island; strictly protection of natural conservation areas. The existing works in the area are only licensed to be renovated and refurbished, not expanded. In addition, the Provincial People's Committee has selected companies having sufficient economic resources and commitments to environmental protection to participate in planning and building works.

Addressing at the ceremony, Deputy Prime Minister Hoang Trung Hai evaluated that the plan was sophisticatedly made to fully meet the regulations of the State with mechanisms to encourage and support investors,  and it clearly defines functions of the involved units. According to the Deputy Prime Minister, the planning will start for the new stage of development of the province by the year 2020-2030 to help exploit the potentials of Thai Nguyen tourism development, and  positively  to change the economic structure. The Deputy Prime Minister requested  Thai Nguyen province to manage, monitor strictly the implementation of the project; investors need to have a solution to protect the landscapes, environment and local natural water resources.

Mr. Pham Xuan Duong, Provincial Party Committee Secretary spoke to acquire the direction of the Deputy Prime Minister and expressed a determination to  develop Thai Nguyen province to become  an industrial province before 2020. The proclamation of  construction plan of  national tourism area of Nui Coc Lake by 2020, vision to 2030 is an important prerequisite  to establish Nui Coc Town in the near future. Mr. Secretary also highlighted a number of recommendations to Government including: Early rehabilitation of Nui Coc Lake main dam; allowance to construct entertaiment area with prizes in the tourism area; proposal to the Ministry of Culture - Sports and Tourism  early to admit Nui Coc Lake tourism area as the national key tourism area; and the capital support to move and stabilize people's living in reservoir foundation region.

At the ceremony, Thai Nguyen People's Committee granted investment certificates of phase I for 10 domestic and foreign enterprises with total registered investment capital of VND 9,645 billion.
