Thai Nguyen is the first province where the project "A pilot project to improve the use of computer and access public Internet" by Bill and Melinda Gates Foundation (BMGF) is carried out, and Public  Telecommunication Service (Ministry of Information and Communication) is the chairman.

The target is that people and farmers in Thai Nguyen can access the Internet, and search for the information they need by the year 2010. Project Management with other units are trying to deploy some work: prepare floor-space, assemble computers, devices ... Furthermore, Project Management also has a course to equip the knowledge about the use of computers and the Internet for officers in those public places.

At the Centre of Resources (Thai Nguyen University), the place which is chosen to organize the training course, we witness learners, such as post officers, librarians who come from 24 post offices, and 9 libraries are studying seriously. With the people in Thai Nguyen, especially with learners of this course, this is a special chance for them to approach computers and the Internet. As a result, they rearrange the schedule to come to class on time, and attend all classes. Although Ms. Dao Thi Lieu has to drive her motorbike for more than 50 kilometers, she does not absent. She says " Dinh Hoa District's Library has about 4.500 books with more than 8.000 documents. At present, we manage those ones by traditional methods, so it takes time to find a book. Using computers and accessing the Internet is quite strange with me and other people. I will study well to apply these knowledge into my job, enhance my job's result and guide others to use computers and access the Internet. Moreover, Mr. Le Van Su, a post officer in Van Tho (Dai Tu District) said people often come to the post office to read books, and newspapers but they rarely read newspapers on the Internet because they did not used to do that, and there's no computers at his post office. He hopes that after finishing this course, the post office where he works will be equipped a computer and he could use those knowledge to help others.

The hope of Ms. Lieu, and Mr. Su is also the hope of 50 learners of this training course. It is necessary for them to have knowledge about computers and the Internet, so they always study seriously. Thus, they have another responsibility that they have to impart these knowledge to other people, guide them to use computers and help them to access the Internet. To meet learners' need, instructors with new methods teach learners some basic skills, and give them more time to practise...

The Project Management does not only focus on training people but also pay attention to assembling from 5 to 20 computers with devices in 24 districts and 9 libraries.

Hopefully, learners' exert will play an important part in the success of the project. They will be active cooperators with other members of the project to help people search for information on the Internet, apply the good things into real life and eliminate hunger and reduce poverty.
